This topic shows you how you can configure HTTPS for ArcGIS Server using a certificate signed by a Certificate Authority (CA). The steps to configure HTTPS using a CA-signed certificate are as follows:

  1. Create a self-signed certificate.
  2. Request a CA to sign your certificate.
  3. Configure ArcGIS Server site to use the CA-signed certificate.
  4. Configure each ArcGIS Server in your deployment.
  5. Import the CA root certificate into the Windows certificate store.
  6. Configure HTTPS for your site.
  7. Access your site using HTTPS.

Create a new self-signed certificate

  1. Log in to the ArcGIS Server Administrator Directory at https://gisserver.domain.com:6443/arcgis/admin.
  2. Browse to machines > [machine name] > sslcertificates.
  3. Click generate.
  4. Provide values for the parameters on this page:

    A unique name that easily identifies the certificate.

    Key Algorithm

    Use RSA (the default) or DSA.

    Key Size

    Specifies the size in bits to use when generating the cryptographic keys used to create the certificate. The larger the key size, the harder it is to break the encryption; however, the time to decrypt encrypted data increases with key size. For DSA, the key size can be between 512 and 1,024. For RSA, the recommended key size is 2,048 or greater.

    Signature Algorithm

    Use the default (SHA256withRSA). If your organization has specific security restrictions, then one of the following algorithms can be used for DSA: SHA384withRSA, SHA512withRSA, SHA1withRSA, SHA1withDSA.

    Common Name

    This field is optional and is used for backwards compatibility with older web browsers and software. It is recommended to use the fully qualified domain name of your server name as the common name.

    If your server will be accessed on the Internet through the URL https://www.gisserver.com:6443/arcgis/, use www.gisserver.com as the common name.

    If your server will only be accessible on your local area network (LAN) through the URL https://gisserver.domain.com:6443/arcgis, use gisserver.domain.com as the common name.

    Organizational Unit

    The name of your organizational unit, for example, GIS Department.

    Organization

    The name of your organization, for example, Esri.

    City or Locality

    The name of the city or locality, for example, Redlands.

    State or Province

    The full name of your state or province, for example, California.

    Country Code

    The abbreviated code for your country, for example, US.

    Validity

    The total time in days during which this certificate will be valid, for example, 365.

    Subject Alternative Name

    The subject alternative name (SAN) is used to validate that the SSL certificate presented by the website being accessed was issued for that web site.

    If no SAN is defined, some web browsers may attempt to validate the SSL certificate using the Common Name (CN) parameter while some web browsers may display an error that the SSL certificate presented by the website could not be validated. The SAN field supports multiple values. However, it must include the fully qualified domain name of the website. The SAN parameter value cannot contain spaces.

    For example, if your server will be primarily accessed using the URL https://www.esri.com, the SAN parameter should be set to DNS:www.esri.com. If your server will be accessed on the public internet using the URL https://www.esri.com and within your organization's LAN (Local Area Network) sing the URL https://gisserver.esri.com, the SAN parameter should be set to DNS:www.esri.com,DNS:gisserver.esri.com.

    The use of wildcards (*.esri.com) in the SAN parameter, though supported, is not recommended. When the same certificate is used for multiple web sites or sub-domains, list each website or sub-domain in the SAN parameter, as shown in the following example:

    Example: DNS:www.esri.com,DNS:esri.com,DNS:www.esri.ch,DNS:www.esri.rw,DNS:www.esri.de,DNS:maps.esri.com,DNS:support.esri.com,DNS:pro.arcgis.com.

  5. Click Generate to generate the certificate.

Request a CA to sign your certificate

For web browsers to accept your certificate as a trusted certificate, it must be verified and countersigned by a well-known Certificate Authority such as Verisign or Thawte.

  1. Open the self-signed certificate you created in the previous section, and click generateCSR. Copy the contents into a file, usually with a .csr extension.
  2. Submit the CSR to a CA of your choice. You may obtain a Distinguished Encoding Rules (DER) or Base64 encoded certificate. If the CA requests the type of web server the certificate is for, specify OtherUnknown or Java Application Server. After verifying your identity, they'll send you a .crt or .cer file.
  3. Save the signed certificate received from the CA to a location on your computer that you can access from ArcGIS Server Administrator Directory. In addition to the signed certificate, the CA will also issue a root certificate. Save the CA root certificate to your computer.
  4. Log in to the ArcGIS Server Administrator Directory: https://gisserver.domain.com:6443/arcgis/admin.
  5. Click machines > [machine name] > sslcertificates > importRootOrIntermediate to import the root certificate provided by the CA. If the CA issued any additional intermediate certificates, import those as well.
  6. Navigate to machines > [machine name] > sslcertificates.
  7. Click the name of the self-signed certificate that you submitted to the CA.
  8. Click importSignedCertificate, and browse to the location where you saved the signed certificate received from the CA.
  9. Click Submit. This replaces the self-signed certificate you created in the previous section with the CA-signed certificate.

The CRL Distribution Points (CDP) defined in the CA-signed certificate must be valid and accessible from the machine or machines hosting ArcGIS Server. If the CDP defined in the certificate is invalid or inaccessible due to a lack of Internet access, network, or firewall settings, publishing will fail in ArcGIS Desktop. To work around this issue, follow the steps in I can't publish a service to an ArcGIS Server site that uses a CA-issued certificate in the Common problems and solutions topic.

  1. Log in to the ArcGIS Server Administrator Directory at https://gisserver.domain.com:6443/arcgis/admin. Replace gisserver.domain.com with the fully qualified name of the machine where ArcGIS Server is installed.
  2. Browse to machines > [machine name].
  3. Click edit.
  4. Type the name of the signed certificate in the Web server SSL Certificate field. The name you specify should match the alias of the self-signed certificate that was replaced with the CA-signed certificate in the previous section.
  5. Click Save Edits to apply your changes. This automatically restarts your ArcGIS Server site.
  6. After your site has restarted, verify that you can access the URL https://gisserver.domain.com:6443/arcgis/admin. If you do not get a response from this URL, ArcGIS Server was unable to use the specified SSL certificate. Log in to the ArcGIS Server Administrator Directory at http://gisserver.domain.com:6080/arcgis/admin, check your SSL certificate, and configure ArcGIS Server to use a new or different certificate.
  7. On the current page, view the property Web server SSL Certificate to verify that the desired certificate will be used for HTTPS.

Configure each ArcGIS Server machine in your deployment

If you have a multiple-machine deployment of ArcGIS Server, you must obtain and configure a CA-signed certificate for each ArcGIS Server machine that participates in your site.

Import the CA root certificate into the Windows certificate store

If the root certificate of the Certificate Authority is not present in the Windows certificate store, it must be imported.

  1. Log in to a machine hosting ArcGIS Server.
  2. Copy the signed certificate received from the CA to a location on this computer.
  3. Open this certificate, and click the Certificate Path tab. If the Certificate Status: is This certificate is OK., the CA root certificate is present in the Windows certificate store and does not need to be imported. Proceed to step 12.
  4. Copy the CA root certificate to a location on this computer.
  5. Open this certificate, and click the General tab. Click the button to Install Certificate.
  6. Once the Certificate Import Wizard opens to the Welcome panel, click Next.
  7. On the Certificate Store panel, choose the option to Place all certificates in the following store.
  8. Click the Browse button. On the Select Certificate Store dialog, enable the option to Show physical stores.
  9. Expand the Trusted Root Certification Authorities folder to expose its contents. Select Local Computer as the certificate store you want to use. Click OK.
  10. On the Certificate Store panel, click Next.
  11. Click Finish.
  12. Repeat steps 1–11 for each ArcGIS Server machine in your site.
  13. Restart ArcGIS Server on each machine.

Configure HTTPS for your site

  1. Verify that you can access the URL https://gisserver.domain.com:6443/arcgis/admin. If you do not get a response from this URL, ArcGIS Server was unable to use the specified certificate. Check your certificate, and configure ArcGIS Server to use a new or different certificate.
  2. If you can access the URL https://gisserver.domain.com:6443/arcgis/admin, browse to security > config > update.
  3. For the Protocol parameter, choose the HTTPS Only option, and click Update.
Note:

It takes ArcGIS Web Adaptor one minute to recognize changes to the communication protocol of your site.

Legacy:

At 10.2.1 and earlier versions, you were required to reconfigure ArcGIS Web Adaptor after updating the communication protocol of ArcGIS Server. At 10.2.2 and later versions, this is no longer necessary.

Access your site using HTTPS

Once HTTPS has been configured, ArcGIS Server listens on port 6443 for HTTPS requests. Use the URLs below to securely access ArcGIS Server:

Note:

If you rename ArcGIS Server while HTTPS is enabled, you can continue to access ArcGIS Server using HTTPS; however, you must generate a new certificate and configure ArcGIS Server to use it.

To install the License Manager software, follow the instructions below.

Note:

You do not need to uninstall existing ArcGIS software products to install the license manager, but you do need to uninstall 10.0 or older versions of the license manager to install the latest version. Before installing ArcGIS 10.5.1 License Manager, please review the System Requirements.

ArcGIS License Manager communicates through TCP/IP, which must be installed and functioning properly on your Windows license server. In addition, TCP/IP requires that either a network card, along with its drivers, or the MS Loopback Adapter be installed on your Windows machine. An Internet connection is also strongly recommended for the license authorization process. If you do not have an Internet connection on the license manager machine, you can select the email or website authorization option on the Authorization Method panel of the Software Authorization Wizard.

Upon purchasing your ArcGIS products, you will receive an email from Esri Customer Service listing the purchased products and associated authorization numbers and license counts. Alternatively, you can visit the My Esri site to obtain authorization information. Follow the steps below to install, authorize, and start the license manager:

  1. Run the License Manager setup from your My Esri software download or from the ArcGIS installation media.
  2. Follow the instructions to install the license manager to the desired location. At the end of the installation, ArcGIS License Server Administrator appears.
  3. Complete the authorization process and start the license service. If you choose to do this step at a later time, on Windows, you can access License Server Administrator from Start > Programs > ArcGIS > License Manager > License Server Administrator. On Linux, you can run License Server Administrator from the installation location using the following command: <installation_path>/arcgis/license10.5/LSAdmin.
  4. Click Authorization in the table of contents, select a version from the Version drop-down list, and click the Authorize Now button to launch the Software Authorization Wizard.
  5. Follow the instructions on the dialog boxes to complete the authorization process. A provisioning file (*.prvs) generated on the My Esri portal can be used to speed up the authorization process for concurrent use. This file fills in all the necessary user and product authorization information in the wizard. More information on provisioning files can be found in the section Provisioning Files.
  6. Click Finish to close the wizard and return to License Server Administrator.

Authorizing licenses silently

Run the following command to use the License Manager and a provisioning file generated from My Esri to silently authorize ArcGIS 10.1-10.5.1 ArcGIS Desktop, ArcGIS Engine, and ArcGIS Pro 1.2 and newer concurrent use licenses:

A -verbose switch can be added to the above command to display the status of the authorization process on the command line.

On Linux, use the following syntax:

$ ./SoftwareAuthorizationLS -S -VER 10.5 -LIF <path to the *.prvs file>

Note:

When accessing the Software Authorization Wizard through terminal services in a Linux environment, a valid display must be set. This KB article provides more information.

Authorizing licenses offline

If the machine hosting your license manager does not have access to the Internet, you can complete the authorization process in an offline mode. After launching the Software Authorization Wizard as described in step 4 above, follow these instructions:

  1. On the second dialog box of the authorization wizard, select the option Authorize at Esri's website or by email to receive your authorization file.
  2. Follow the instructions on the rest of the dialog boxes and save the authorization request file when prompted at the end. By default, this will be saved as authorize.txt.
  3. Follow the instructions on the last dialog box to send or upload the file from a machine that has email and/or Internet access.
  4. Esri Customer Service will process the request and return the response file (*.resps) that contains your licenses.
  5. Save this file to your license manager host machine and relaunch the Software Authorization Wizard from the License Server Administrator.
  6. On the first panel, select the third option I have received an authorization file from Esri and am now ready to finish the authorization process and browse to the response file to complete your authorization.

Upgrading licenses from 10.1 through 10.5 to 10.5.1

Concurrent use ArcGIS 10.5.1 Desktop and Engine use the same 10.1-10.5 licenses. If you have previously authorized 10.1-10.5 licenses on your License Manager and did not deauthorize your licenses before installing ArcGIS 10.5.1 License Manager, you do not need to reauthorize your ArcGIS License Manager. Follow the instructions below for upgrading your software from 10.1-10.5 to 10.5.1.

Note:

If you perform an in-place upgrade of the ArcGIS License Manager software, there is also no requirement to re-authorize your ArcGIS Pro or Esri CityEngine concurrent use licenses. The licenses will continue to work.

Upgrading from 10.3 through 10.5 to 10.5.1 License Manager with named user licenses

Named user licenses for use with a Portal for ArcGIS instance remain the same with ArcGIS 10.5.1 License manager. If you perform an in-place upgrade of the ArcGIS License Manager software, there is no need to re-authorize your valid named user licenses or export the Portal JSON file to Portal for ArcGIS. The in-place upgrade instructions for ArcGIS License Manager software can found in the below section titled Upgrading License Manager software from 10.1 through 10.5 to 10.5.1.

Upgrading License Manager software from 10.1 through 10.5 to 10.5.1

ArcGIS 10.1-10.5 Desktop and Engine licenses will operate with ArcGIS 10.5.1, and no license upgrade is required. However, any client software operating at version 10.5.1 must use a 10.5.1 License Manager. To upgrade ArcGIS 10.1 through 10.5 License Manager software to ArcGIS 10.5.1 License Manager, follow these instructions:

  1. Open the License Server from Start > Programs > ArcGIS > License Manager > License Server Administrator. On Linux, you can run License Server Administrator (in the case of 10.5) from the installation location using the following command: <installation_path>/arcgis/license10.5/LSAdmin.
  2. Stop the License Service under Start/Stop License service and exit the License Server Administrator.
  3. Install the ArcGIS 10.5.1 License Manager. The installer will automatically uninstall your ArcGIS 10.1 through 10.5 License Manager and install ArcGIS 10.5.1 License Manager.
  4. Open the License Server from Start > Programs > ArcGIS > License Manager > License Server Administrator. On Linux, you can run License Server Administrator from the installation location using the following command: <installation_path>/arcgis/license10.5/LSAdmin.
  5. Start the License Service under Start/Stop License service and exit the License Server Administrator. ArcGIS 10.5.1 License Manager is now ready for use.

Upgrading older software and licenses from 10.0 to 10.1 or newer (including 10.5.1)

ArcGIS 10.0 licenses will not operate ArcGIS 10.1-10.5.1 software. You must deauthorize your 10.0 licenses before uninstalling the ArcGIS 10.0 License Manager.

  1. Open the License Server Administrator from Start > Programs > ArcGIS > License Manager > License Server Administrator.
  2. Select the Authorization option in the left hand panel, then press the Deauthorize... button. The Software Authorization Wizard will open.
  3. Step through the Software Authorization Wizard to complete the deauthorization process. You can opt to deauthorize online or offline via email or My Esri file upload.
  4. Close the License Server Administrator.
  5. Uninstall the ArcGIS 10.0 License Manager.
  6. Install the ArcGIS 10.1 or newer License Manager.
  7. Go to the Authorization folder, click Authorize Now, and follow the instructions to complete the authorization process.
